How to resume stopped campaigns?

The checkboxes for stopped campaigns are disabled. How to resume them?

   You can't resume a stopped campaign. You can only resume a paused campaign.

   A stopped campaign can only be archived (removed from the default view).

   If there are still credits in the campaign, then you can issue a credit refund, which will email a special coupon for the full value of the remaining credits to the advertiser.
